What do you tip a cabbie in England?

Generally we just round the fare up to the nearest pound or so. If its a particularly large fare or long journey I may add on a pound or two but no one will think it odd if you take the change!
Equally if the fare is 10p over the pound it is not unusual for the cabbie to round the fare down.
