No, I don't think so. The system is pretty state and federal run as far as I remember from living there the first 29 years of my life (1971-2000). I think they are too restricted and underfunded. Just like research.

I think things have been improving in the last 5-10 years, slowely, but its very slow I think. Source(s): Own experiences.
