At M5 J21 there is an obelisk that is illuminated? Why does it change colour and why is it there?

In teh UK at Junction 21 on the M5 motorway there is an illuminated obelisk and I would like to know why it's there and why it changes colour. I have not been able to find anything on the internet so far.
