Good question... I don't think it's wrong though, I don't think there's a law saying you have to charge both ways... AFAIK, you only pay one way on the Tamar Bridge, going away from Cornwall, and also on the Forth Bridge in Scotland.
All toll roads, bridges, tunnels, etc in the U.K. are owned and operated by private firms. They have a right under British law to charge any person travelling along/across them, a 'reasonable' fee to to so.

Many years ago, when there was only one Severn Bridge , you were charged to travel both ways. After the Second Severn Crossing was constructed, it became free to leave Wales.

By the way, the S.S.C. was built by, and is owned, operated and maintained by, a FRENCH company!

I think that there shouldn't be any toll on the severn bridge at all because it is part of the M4. we also pay enough in road taxes to be able to cross for free.
