It is widely mis-interpreted that an American Citizen cannot travel to Cuba. You can go to Cuba, there are various permits that allow travel to Cuba. There are however, sanctions against spending money in Cuba. I have included some information for you regarding this subject and a link is provided:

The United States maintains a broad embargo against trading with Cuba, and most commercial imports from Cuba are prohibited by law.
Unless otherwise exempted or authorized, any person subject to U.S. jurisdiction who engages in any travel-related transaction in Cuba violates the regulations. Failure to comply with Department of Treasury regulations may result in civil penalties and criminal prosecution upon return to the United States.

Licenses are granted to the following categories of travelers and they are permitted to spend money for Cuban travel and to engage in other transactions directly incident to the purpose of their travel under a general license, without the need to obtain special permission from the U.S. Treasury Department鈥檚 Office of Foreign Assets Control (OFAC):

*Journalists and supporting broadcasting or technical personnel
*Official government travelers on official business.
*Members of international organizations of which the United States is also a member (traveling on official business).
*Full-time professionals whose travel transactions are directly related to research in their professional areas, provided that their research: 1) is of a noncommercial, academic nature; 2) comprises a full work schedule in Cuba; and 3) has a substantial likelihood of public dissemination.
*Full-time professionals whose travel transactions are directly related to attendance at professional meetings or conferences in Cuba organized by an international professional organization, institution, or association that regularly sponsors such meetings or conferences in other countries. An organization, institution, or association headquartered in the United States may not sponsor such a meeting or conference unless it has been specifically licensed to sponsor it. The purpose of the meeting or conference cannot be the promotion of tourism in Cuba or other commercial activities involving Cuba, or to foster production of any bio-technological products.
*Travelers who have received specific licenses from OFAC prior to going.
*Specific Licenses to Visit Immediate Family Members in Cuba

Only persons whose travel falls into the categories mentioned above (under 鈥淓ntry Requirements/Travel Transaction Limitations鈥? may be authorized to spend money related to travel to, from, or within Cuba. Source(s): husband is Cuban

It is not legal for an American citizen to travel to Cuba, period. This is the only country in the world that we are not allowed to travel to.

No. A citizen of the USA can not travel to Cuba for any reason.
Not without a license from the Treasury department. You can not travel to Cuba without one, I doubt you will get one.

The only loophole is technically if your trip is entirely paid for by a non-American and you enter into no commercial or economic transactions going to or while in Cuba. This most likely includes commercial travel from a 3rd country even if you don't pay.

So, if someone flies you in their private jet to Cuba and you spend no money, you will possibly get away with it. The explanation to US government officials if you get caught would be interesting and they would have to believe you.
