Has anyone in the USA been married in the Dominican Republic?

DR requires a document from a lawyer stating you are able to get married (that you are single)...this form needs to be translated by an offical translator. Were do you find an offical translator? Also, it says that the Marriage License is in Spanish....do they also give you one in English?
