No, I am Dominican so I know how things work up there. US $400 would be decent for a local Dominican, since they would pay everything in Dominican pesos, plus most of my people live OK without all the amenities that America offers. What I mean by it is, just to give you a very few examples, when I was living there we not always had electricity and no running water, electricity would come for a few hours a day and that's all, and water would come every 3 days or so and had to be stored in big containers, because there was no electricity all the time, we couldn't have a lot of food around, otherwise the things that needed to be refrigerated would go bad. When I was living there I was used to that kind of living. Now if you are trying to live there of course you would like to have all of the above that we didn't have, that means that you would live in a lot nicer neighborhood and pay a lot extra to have all that, there for $400 unfortunately wont do it,

Not really..., 400$ would work just fine for a local/citizen , but an American would have spend more. Everyone assumes that all Americans are super rich and have loads of money(we know its not true,but they dont). So naturally an American citizen would have to shell out more money for housing, services, health care etc.
Maybe if you can speak Spanish fluently and manage to get by without letting know that you are an American citizen, it is possible to live a decent life in the Dominican Republic.
Well the food and the water are very expensive. Depends in what area your living you can pay 300 to 500 just on rent. So no you cant live with $400 anywhere unless your staying with some friend or family member. I will say $800 to a $1,000. In rent,car,gas,food and clothes.
