Service charge and VAT are included in the total price by law. You know exactly what your total outlay is when you get the bill. Yes it is!! I worked in several bars and restaurants in Paris and it used to drive us all crazy when we were not tipped.

A lot of guide books will tell you that it is not but this is untrue-about 10% is normal in a restaurant but more if the effort is made. In a bar at least leave the small change on the little plastic tray and if you are being served for a while leave about 10%.
