I don't have the time to grab my book right now. But I remember that "tourist" use of cemiteries originated around the time of the Black Death. Death was a part of every day life back then. Originally, cemiteries were located outside of town because people thought that the souls of the dead could somehow cause harm to the living. As religious notions of death and souls changed the cemitaries were moved into the church yards. People were mostly buried in mass open graves, unless they were able to pay for a special spot. Over time, it became normal to have picnics and other gathers around these open grave sites. This also ties into the Macrabe views of death of the Victorian period. That's pretty much how it started, if you need more details let me know.
