NY NY-sounded so nice they had to name it twice. Once you get beyond the highish price of lodging NYC is actually a fairly inexpensive place to explore . Public transportation is cheap and readily available usually 24/7
Food can be as cheap or as expensive as you want it and as a rule NYC portions tend to be large so there is a value aspect to consider.
Walking is always free and NYC is the best walking city in America because there are so many places that give you a good reason to walk to them .In NYC the physical journey is very much a part of the destination.
The churches are free and incredibly diverse in terms of architecture-go up to St John the Divine on 112th St & Amsterdam Ave - an amazing place
Considering how incredible their collections are the major museums are reasonably priced

$15.00 for seniors
$10.00 for students w/ID
Nice price considering you get to see some of the greatest art treaures in the history of the world.
What's not reasonablly priced any more are major league sports particularly baseball. To go to a Yankee or a Met game is going to cost you some serious dollars. Sad but true
NYC also has something else going for it that often does not get noticed when people ask questions such as yours; due to it's high air traffic volume it's an extremely inexpensive city to fly to from almost anywhere. So you need to calculate that .

San Fransico.
Miami. It has the greatest beaches and lots of shops to buy souveniers. It depends on where you're coming from on how expensive the trip will be.
San Francisco
Wow - affordable is the snag. I'd have to say that San Francisco offers the most in terms of sight-seeing, but is by far one of the most expensive cities out there. I suppose you'd have to go with something like Portland, Seattle, or Denver - not quite as expensive, but still with mountains nearby, and in Seattle and Portland's case, oceans too.
Definitely San Francisco. So much to offer, at whatever price range you are looking at.
