Public transportation is cheap and readily available usually 24/7 Food can be as cheap or as expensive as you want it and as a rule NYC portions tend to be large so there is a value aspect to consider. Walking is always free and NYC is the best walking city in America because there are so many places that give you a good reason to walk to them .In NYC the physical journey is very much a part of the destination. I'd have to say that San Francisco offers the most in terms of sight-seeing, but is by far one of the most expensive cities out there. I suppose you'd have to go with something like Portland, Seattle, or Denver - not quite as expensive, but still with mountains nearby, and in Seattle and Portland's case, oceans too.
