It distinguishes between hard drugs (drugs which are psychologically or physically addicting) and all other drugs (soft drugs). Soft drugs can be sold openly by shops, although interestingly enough, it is still a crime to sell large amounts of soft drugs to a shop. However, the enforcement of this law is spotty.
