It really depends on what you are looking for as far as activities are concerned

for best pricing and kids programs I would have to say carnival... if you like the "fun atmosphere"
if you aren't too worried about about price i would say royal caribbean they do disembark out of new york depending on where you want to go and when you will be traveling... it also depends on what kind of experience you would like your kids to have (fun, educational, or relaxing)
