Getting a Washington Driver's License...?

Travel Info
We currently live in Texas but will be moving to Washington at the end of this year and I have been doing some searching about how long, etc... you have to switch your license over. If I read correctly it says that you must take a written and driving test. I thought I read it correctly that this is for everybody... is that the case?

Seems crazy for everybody to have to do this? When we moved from Illinois to Texas we only hade to take a new picture and pay for the new license.

Has anybody moved from another state into Washington and not had to take a written/driving test?

Thanks for any info!

Travel Tips
My mom moved up recently from California and she only had to take the written exam. I believe that as long as your license is current, you don't need to take a road test.

Others
I only had to take the written exam.
