How did this get "best answer"? It's wrong! Angie P & G Nina are right -- St. Louis City is surrounded by St. Louis County, but is essentially its own county. County-level government functions are performed by the government of St. Louis City -- for example, St. Louis City has its own Sheriff.

St. Louis is divided up into St. Louis City & St. Louis County (the suburbs). It is one of only a few cities in the U.S. which is divided in such a manner, with separate police forces and municipal governments. The separation began in 1876, although some joint funding and asset management exists between the two municipalities.
