If you want nice sunny weather and long days, July-August is best. There are lots of festivals and it starts to get dark around 9-10 pm. Vancouver is stunningly beautiful when it's sunny and clear.

The winter months (after Nov.) are great for snow activities like skiing, snowboarding, snowshoeing, snow tubing, etc. There are 3 ski resorts within 30-45 minutes from downtown, and Whistler is only 2 hours away. Source(s): my experience

Any time is good! The best, however, is probably spring or early summer, unless you want to ski. (Vancouver is just about the only major city where you can ski in the morning and lie on the beach in the afternoon.) Walk around Stanley Park, or see the Vancouver Art Gallery, or hike some of the trails on the North Shore, or whatever your tastes tell you. Have fun!

I guess it depends where you are visiting from!

If you live in one of the less blessed cities in Canada, you should consider visiting in January or February when you get totally sick of snow and wish you could see grass since Vancouver does not get any snow at all (well, very rarely and it never stayed more than a day or two on the ground).

Otherwise, any time is good. You should really plan it depending on what activities you like to do or when it fits better in your schedule
