No, it is bordered by Maryland. Originally land was taken from Maryland and Virginia to form a square piece of land called the District of Columbia (about 1790). Later the land which was taken from Virginia was given back to that state about 1850 (maybe a few years earlier). The city of Washington now occupies the entire district, this is why the place is called Washington, District of Comumbia (like saying Chicago, Illinois).
